Local Development Frameworks
Since September 2004, the Assembly has been a statutory consultee in the planning system. Under the provisions of the Planning and Compulsory Purchase Act 2004 the Regional Spatial Strategy (RSS) and Local Development Plan Documents (DPDs) together form the Local Development Framework (LDF).
The Assembly is required to provide Local Authorities (and the Secretary of State) with an opinion as to the ‘general conformity’ of local DPDs with the RSS. The intention is to ensure that the two strands of the LDF for a local area are mutually supportive and not in conflict.
In issuing its opinion, the Assembly is being asked to identify significant inconsistencies or omissions that would mean the DPDs failed to implement the RSS or would adversely affect its implementation. These comments are taken into account by the Inspector during the Examination in Public (EiP) of the DPD.
To help develop general conformity with the RSS the Assembly responds at different stages of the DPD preparation. Lists of the consultation documents received and responded to are available through the link on the left hand side named "DPDs Recieved and Responded To".
